Why streets are so narrow in districts of Bihar

In districts like Katihar, Patna and blocks like Barh, streets in colonies are really narrow. Streets in colonies range from 4ft to 12 ft. House or plot on 12ft roads are considered to be the best deal a person can get. Lots of plots specially older established colonies does not even have 8ft wide roads. Isn’t this illegal or fall under encroachments? The houses constructed would not have approvals from Nagar Palikas. Why is the situation so worse in Bihar?
