Are the BB makers changes rules so many times to make Elvish lose?

Lets be practical. Elvish's votes will always lead if proper time is provided, given their humongous ground fan base.
By restricting Finale voting for specifically 2-3 hours on a Weekday (for working peeps) and in middle of a long Weekend(for non-working peeps), wont allow a lot of people to vote.
I know this will hurt Abhishek's fan as well. But its a numbers game, so impact on Elvish will be higher.
