I have a foreskin now I guess?

So, sort of weird question but I guess I have a foreskin now? I'm a medium shower and cut, but my penis has been doing more than just turtleing lately after I've leaned out a bit. From what I've read on this sub, I guess I got "lucky" with a decent circumcision when I was little - It falls into the Level II category where I have a little Shakespeare-esque collar around my glans when flaccid; not too tight not too loose. Anyway, for the last few weeks I've noticed that when I'm lifting it almost seems as if I have a foreskin: The penis is not retracted into the body, it's just hanging there in its full "shower" glory but with much more of a foreskin making it appear as if I'm uncut. Most recently I've noticed this throughout the day and not just during lifting sessions. It's noticeable because it feels strange - uncustomary but not uncomfortable.

Anyway, is this a thing? I've been working out a lot because of quarantine but haven't lost any weight even though I'm definitely leaner. I know that lifting and losing fat is supposed to help circulation (I'm definitely a little girthier than before) but I didn't think you could regain a foreskin without stretching. Which I haven't been doing.

If I have to ask, I know the answer but: Should I go see a doctor?
