Why do some look like that?

Ive noticed by talking with guys that some dicks which are 6 or 6.5 inches look a lot bigger than some which are 7.5-8 inches. Like i get measurements pics too so i know they arent lying but why? Is it the girth, the angle of the pic, is it the fat pad that might make some look smaller then what they are?
