How do i keep my dress waistline from sitting on my boobs?

So whenever i wear dresses with waistlines like this, ive noticed recently that they ALWAYS end up right on like the bottom half of my boobs instead of my waist. Is there a way to keep this from happening?? Or are my clothes just not fitting my bust anymore? Please help :(
