Non-U.S. Parents: when did you introduce your baby to cows milk?

I had to look this up and read in Europe, babies can be introduced to cows milk the moment the baby is ok'd to start solid feeding? Is this true?!? Has anyone done a feeding practice under thier country's recommendations and found out it's not common in the states? I really am curious now.
