one thing I don’t understand about the Gene timeline

Why, after everyone knows about Saul’s crimes, is he not a suspect in regards to Howard’s death?
And why isn’t Kim tracked down in relation to this as they were the last people to see him and Saul was the lawyer of the “most powerful drug kingpin”?
I’m just slightly confused as to why there was no heat on Kim for her connection to him especially from the Albuquerque legal community.
