This is more just a consistent pattern of not being able to see anything beyond the immediate gains/losses of a situation. NATO is a great deal for the US from a geopolitical/economic/defense perspective. We spend way more on it than other partner nations but we also get way, way more value out of it than we put into it and throwing that away would be insane.
But all Trump sees is money out without money in therefore it's "bad."
Given his business acumen, the idea that he simply doesn't recognize any transactional value beyond a few moves deep makes a lot of sense.
