Humping blankets/pillows.....

My Bengal has always had a habit of kneading, then apparently humping blankets/pillows. Today he was going the usual and I pushed him over to stop him and his penis was out, confirming his behavior as sexual. Right? He's been neutered for years. I do put blankets away when I'm not using them but I'm tired of this behavior. Is it harmful for him if I continue to use operant conditioning to stop this, does he need to express this behavior? Why do you think he does it?
