Was Olloy-sur-Viroin really impacted by the December 1999 storm?

I watched the movie Trois Jours Et Une Vie the other day (not a good movie, by the way) and was wondering if the village of Olloy-sur-Viroin was really impacted by the December 1999 storm as much as it was shown in the movie.
