Constant shin splint

Does anyone have any recommendions for healing a shin split?

I've stopped workouts/running for 3 months and felt better, no pain, but as soon as I started running, the shin splint started hurting. I am wondering what I can do do get rid of the shin pain and still be able to run. Do I need to sit on the couch for more than 4 months? The pain was gone and as soon as I started running, it started. Did I do too much? Looking for for advice on what is the appropriate amount of progression. Maybe I did too much off the start.

For prospective, I was running at 5 miles 5 days a week, street, no treadmill (no walking, no jogging maintaining running pace entire time). I was working out, strength training, legs, arms, abs, core. Then rested 4 months. Went back to start a 1.5 mile running on treadmill 5.5 mph with 2 walking breaks adding back strength training with legs, core, arms meanwhile doing rowing machine routines.

Just curous on what I can do to still run but reduce pain in my shin. I run on pavement and it's so much better than treadmill. I try so hard to keep track of my poise, stride, but I am not that advanced. Should I just stop? I don't want to give up running.

*Edit* I do stretches to include calves, shins and legs before and after every run/workout.
