Engine question

I was finally able to get back outside and work on my 68 bug today, but I couldn't get the engine to start.
I have electrical power and a brand new battery in the car. I as able to get an arc and heard the starter turn the engine when I used a screw driver to jump the posts.
If I am getting an arc and hearing it turn over, does that mean that my starter is still good?
Where else do I need to look to chase this problem down?
