Cannot load BMBF on PC.

Hello I am able to load BMBF on my Oculus Quest 2 but not on my PC it just tells me 10.0.0.XXX refused to connect. The IP address is correct my Oculus quest 2 is connected with sidequest launched any idea whats going on here.
The URL I am using is 10.0.0.XXX:50000
