Does anyone know where this building is?

It looks like a parking garage but it might not be. It is next to the bay waterfront. It is very likely in the east bay. I am asking because I am a fisherman looking for this place to fish. A popular angler posted a photo of himself with a fish he caught and left this clue in the background. Any detectives or locals that recognize this area? Much appreciated!
