Went with the versions of the character I like most (design, personality, and energy wise). I'll admit Harley barely got on this list as I have a problem with a lot of versions of her as a character and considered some others (Joker, Batman, Penguin, Poison Ivy, Matthew Haggen Clayface, Riddler, even some more out there choices like Carrie Kelly, Maxie Zeus, and Baby Doll but I feel these were the best choices when I thought about it but my opinion could change as I explore Batman better for some series I haven't explored as well.
Don't know what it says about me but feel free to make judgements.
