How to adjust tension rod?

I just bought this old banjo from the 60s, I cannot figure out how to work the tension rod, I've looked at a million videos on YouTube and not one of those banjos has a large bolt like mine towards the neck, any help appreciated! I am trying to set the neck angle. I would also like to mention that my tailpiece us anchored into a bolt on the tension rod
