I know we have been hit by a very bad water crisis. Bengaluru was once known as garden city and had many lakes. The fact that lakes were encroached by builders with help of govt is given, but can we actually get to know who did what?

For example:

We know how the raja kaluve has been closed and many apartments have been built on it.

Lets say xyz area - abc apartment: is it possible to find out which lake existed there before? Who is the builder and which govt which minister or authority approved the construction?

If this information is gettable then can we file case against all the govts that have made sure Bengaluru reach the condition it is in today?

Just my POV. What do you guys think?
