Trucks on 39th between University and St. Paul?

For the last couple of days I've seen a ton of white box trucks parked on 39th street, near St. Paul, and filling a parking lot nearby. As I passed this morning they still had "no parking" signs on the street. At first I assumed it was construction but there don't seem to be any construction vehicles, just those white trucks. Anyone know what's going on?
