So I've been looking at ways to make Rogue Rebalancing's version of Swashbuckler a little better at combat without them being dependent on Whirlwind spam, and it's never really sat right with me that off-hand weapons in BG1 and 2 are basically just stat sticks to buff your stats or mainhand attacks, on account of the off-hand weapon only having 1 APR without improved haste. In 3e you can get extra off-hand attacks (up to however many your main-hand has iirc) by taking Improved/Greater/Perfect TWF, and this always felt like a more sensible implementation to me.
I don't want to change the whole ruleset just for the TWF improvements and can't find any mods related to off-hand APR, but I'm curious whether it'd possible to mod TWF Mastery, or tweak certain classes / kits to get an extra APR with their off-hand if they have three pips in TWF. Having an actual, good weapon in my off-hand just feels the power fantasy I always have in mind when I think of dual wielding, but I'm not really sure where to start with this or if it's even possible.
This seemed as good a place as any to start, so with that all established, any insight or knowledge folks can provide would be super welcome!
