Is there a way to block payers on PandaNet IGS?

I suspect many players of cheating, nerfing their ranks, using helpers or even some players that feel like bots. Sometimes it is painfully obvious when they play as both a 15k making sloppy mistakes and then next move they play as 1dan.
How to block these players?
