Re-doing my tank! (aquascaping)

I've had a fake plant (fairly thrown together) tank for a while. But now I have a good income of money and want to switch to a live plant tank with rocks and whatnot. I'm struggling with making up a supply list of types of plants, substrate, plant care, etc. Could someone help out?

To sum it up i'm a beginner with live plants and need help!

Okay thank you SO much! I know root tabs are a thing... if i plant my plants in the sand should i put those in there?

Thank you so much! Final question... I know about using fine sand but does there need to be anything else to support plant growth? like gravel below it or whatever?
