Man what a shitty ER :-/ Small town, or something? At a minimum should be giving fluids. For bad cases, you also can give intravenous lipids...

In high doses of THC tox, hypotension may occur; IVF help via diauresis (which, as far as I know, is always indicated in toxicity cases), but it can also help control blood pressure, help regulate temperature, and, of course, help keep an otherwise recumbent animal hydrated.
Also, THC is fat-soluble; ILE is not uncommon in fat-soluble toxicities, and has historically tended to do a lot of good for THC cases... Exact mechanism of action, as far as I know, it not well understood (as with many medications), but leading theories from when I was in school were that, essentially, the toxin would bind to the ILE fairly well, and be excreted with it, and also slow the rate at which the toxin would otherwise be absorbed
