How to get compensation for AF seat downgrade for flight booked with VS miles.

I booked CDG-JFK on Air France Premium Economy using Virgin Atlantic miles that I transferred from Chase. A few hours before the flight today I got an email that our plane swapped from A350 to A330 and I was downgraded from PE to Econ. I asked agents in the airport if there was anything they could do, they all said the flight was completely full.

I know that with EU regulations that I am due compensation, I believe 75% of what I paid. Should I be seeking compensation from Virgin or Air France? Because Virgin is based in UK and no longer EU, will this impact any compensation I get? And should I expect the compensation to be in miles or is there a voucher or cash option?

Appreciate help/insights/suggestions here.
