Noob Question: AVRs at 3v3 and SPI Flash, Level Shifter?

Ok so I know that if I'm running an AVR on 5v, I need a level shifter to interface to SPI Flash.

What if I'm running the AVR at 3v3? Do I still need the level shifter?

I guess a better way to frame the question would be: How does a variance in operating voltage affect the voltage of the SPI pins?

For reference, I'm going to use a 2313A to read a sound file from SPI flash.
