Why do maps and set times of festivals get released so close to the date of the actual festival?

For instance, hardsummer 2022 is like 4 days away. But they haven’t released the map or set times yet. This seems to be a pretty common occurrence.

I was just wondering if anyone knew why this is the case. Is it some type of marketing thing I don’t understand?
