where to measure girth for calcsd

So here is a thought, there has been a few discussions on bp and nbp for length and wich is usable length.
Is there a thing of usable girth, ? If like me your biggest girth measurement is right at the base surely that cant be usable girth as its not exactly going to go inside as its kinda the end of the road.
Would a woman feel the diff from your mid shaft girth to your base girth
