Do you use bp or nbp measurement

So hey I’m a skinny guy around 5.5 nbp and around 5.9-6bp I’m not sure if I measure correctly because most have a 1 inch differences ,any way I more curious does bone pressed measurements my partner could actually feel it ? Or it’s just for the measurement? Thanks for all the answers
