Question regarding cost

Sorry if someone else has asked this but I did not find the answer to my question specifically.
Does approximate cost represent the total cost of making the car? If so should I for realism set price to be somewhat over it to run a net gain? Was wondering because truly being in the budget market seems to require massive negative quality spam.
