Who do I complain to about NBN cutting out?

Recently moved from nice 100mb cable to NBN and I absolutely hate it. Up to 10 times a day I'll lose connection for a minute or so, kicking me out of anything I'm doing Zoom, Gaming, etc. and it happens at all hours of the day.
Would I talk to my ISP who aren't even in charge of the NBN and it's shitty system or is there some way to contact the NBN people themselves?
