This was a Rapid Transit System proposed by an Australian Civil Engineer and Building designer, David Whittaker. It has some small media attention back in 2014, but doesn't seem to have had any attention since.
The basic idea behind the system is to have 4 seat pods travel on monorail tracks elevated above existing roads networks. Theoretically, this should avoid issues such as Land Acquisition and Grading that High Speed Rail proposals would encounter.
Whittaker's claims that such systems can be built at a fraction ($7 million per km in 2014 dollars) of the cost of light and heavy rail (the example he gives is the Gold Coast Light Rail network at $92 million). Theoretically, such a system could be build privately and be able to turn a profit.
