My brother had missed daughter removed from his care at 1year old due to smoking marijuana. He had to do a parenting course and pass a drug test which he did. The care worker (head of department) did not take a liking to my brother and told him she will make sure he never gets her back. She is now 5 soon to be adopted. I wondering if anyone has any advice on what to do to have the issue investigated and determined if the treatment against my brother was unfair and how this can be reviewed.

He is not entitled to legal aid as he works, he does not want to quit work to be eligible for legal aide as it looks worse for him being unemployed, though in saying that he also can't afford a private lawyer. Please no hate just good advice if you have any?
