[Help!] DIY Mosquito Tone Speakers

Hey gang,
I'm trying to come up with something that can output at the 17Khz level at a decent volume. I've seen the Mosquito tone devices, but honestly for my issue those would be over-kill, not to mention the $700 price tag is kind of nuts.
Any suggestions for some cheaper speakers that can output at that frequency, and could be easily wired up?
