Oh, it's definitely not an excuse.
I've noticed that in places where the PT is good, the driving is better, by and large. I assume that it's something to do with driving just being another method of getting around, even a less convenient one in some great places.

Nah fr, so many people drive like they got their license from a box of fruit loops.
I'm an advocate for re-testing every time you need to renew, but a test closer in difficulty to the restricted one than the full one. The test for the full license ahould be harder than the restricted imo, but for some reason it isn't.
Should also make foreigners sit the restricted test tbh, it'll make for safer roads all around.
Getting a license should be difficult, same with keeping it.
For that to really work though, we would need good PT. It's too bad that our successive governments refuse to think more than 3-5 years ahead.
