Does a planet (or, more specifically, the moon) enter a new sign at the same time everywhere?

For some reason I'm having trouble figuring this out through basic Googling.

I'm starting to track the moons location in the zodiac along with my emotions each day and I'm having trouble figuring out if I should use the Greenwich Mean Time given on moontracks.com, or if I should translate it to Mountain Time, where I am.
