Why exactly are the opposing signs not opposite elements?

Why exactly does earth oppose water and air oppose fire. Shouldn't 2 opposite ends of a circle have opposite elements like fire - water? Or is water not actually the opposite of fire?
I know that opposites attract just like air attracts fire but what is the origin of this?
EDIT: I'm basically asking why opposite signs are the same gender and not male vs female. Why is libra masculine (venus) and why is capricorn feminine despite being "the father". Why is scorpio (mars) feminine? etc
