Do malefics exercise their ‘malefic’ power over whatever they rule? I know that much depends on the condition of the specific placements, but it is also true that the out of sect malefic is generally the most difficult placement in a chart (in traditional astrology), so… is it theoretically unfortunate for a planet or angle to be ruled by malefics (especially by the out of sect malefic)?
extreme example (not a real chart): night chart with Aquarius rising and Saturn in the 6th house in Cancer. How would you interpret the ruler of the ascendant?

I have mars in cap and I feel like it’s moreso just about controlling myself and being pragmatic so tbh it moreso just benefits others. It’s in my 12th house so anything mars related is mostly happening to me anyway.
