Is the Hydra a good unit?

I just realized that the change to aircraft means they ALWAYS have to deploy from reserves. That means that the stratagem involving the Hydra is potentially pretty good. With the Hydra's gun it negates the minus to hit on aircraft and still hits on 3 from turret weapons. If the enemy has a flyer and this stratagem gets used its not unrealistic to say that most flyers might basically start the game bracketed. A solid chance to bracket the enemies reinforcement for 1cp doesn't seem too bad.
