CPU Usage Help

Whenever I use more than a couple AI or play online at all, the game stutters and the ">99% CPU Occupancy" shows up. Checking task manager, I sit comfortably at 20% usage on my Ryzen 2600. No other component should be causing the bottleneck, I have a GTX1070 and 16 gigs of RAM. Is the game not utilizing all cores? Can I change that or adjust settings to fix this? Thanks.
