How should I go about making a Tabletop RPG about trans identies?

I have a goal in mind, I just don't know how to get there. I want to make a TTRPG about trans identities. I want make a feel good role-playing game where you can try on a different hat to see how it feels. How can I include cis people in on this game? Where should I start? How should I go about this endeavor?
