Are the “op” terms offensive?

I feel like many trans women use the words non-op and pre-op to describe themselves and their intentions with their anatomy. I figured this was neutral and descriptive language — just like “trans” or “cis.”

Someone recently told me that those terms are considered offensive in Canada though, which surprised me. Are they considered offensive elsewhere too? I live in the US and, like I said, I hear folks use the terms frequently here, but are they on their way out? Is there preferred language for when you want to say “I have a penis, but I am planning to get bottom surgery at some point,” versus “I have a penis and I don’t plan to ever change that”?

PS — just to clarify, I am not referring to situations where someone is asking someone else about what’s in their pants….that would be offensive regardless of what words are used
