Why do I want top surgery?

Hi, I’m a cis woman who really wants top surgery (double mastectomy). I’ve been told I need to be referred by 2 psychiatrists and have to have a reason for wanting to have top surgery. I don’t have gender dysphoria, I am a woman of sorts, my chest just causes me huge distress and I feel like it shouldn’t be there. Are there any questions I should be asking myself for why I want surgery? I can’t find anything further than it doesn’t feel right and it doesn’t feel like me.
