Photos on C.V´s, Why?

I'm applying for various jobs, and today had a reply back that they cannot accept my CV as it does not have a recent photo of myself.

Why is my appearance of importance? Does my appearance affect my ability to do a job?

This screams racial profiling to me.

EDIT: I'm in IT, the jobs I'm applying for are remote based and have no interaction with clients.
