Why does the metric expansion of space only hold over large distances?

I'm assuming this has something to do with the effects of the stress-energy tensor in a local frame with a lot of matter. And/or the overriding force of gravity in areas with relatively condensed matter distributions, plus the immensely high strength of the other three fundamental forces compared with gravity on small scales.

A corollary is: assuming sufficiently long and strong cable, why can't tethering two bodies with a nontrivial recessional velocity be used to, ie, drive a dynamo and create electrical power? (I've read that this can't be done.)
