Do people with smaller heads have denser brains?

So phrenology is poppycock, but i look around me and i see that we all have slightly different head sizes. Yet we all have brains, and there is no link between head size and intelligence. So do people with smaller skulls have the same number of neurons just more tighly packed, and vice versa for people with larger heads?

EDIT: intersting that there does not appear to be a clear answer to this one
