What if there was no Antarctic Circumpolar Current?

From my understanding of things, the ACC prevents the mixing of different ocean currents, resulting in cooler temperatures at lower latitudes and warmer temperatures near the equator.

First off, is my understanding on the matter correct?

Secondly, if so, what would the global climate be like if the ACC didn't exist?
