How can a tumor become resistant to chemotherapy?

I already know a tumor is 9 out of 10 times a cell which 'copies' itself too many times because of faults in its DNA. I also know that chemo should stop these cells from 'copying.' How can a cell become resistant to it, if even normal functioning cells are affected?
