Who do I contact to make crosswalk signs more visually impaired friendly/fix broken ones?

I'm a visually impaired person, and I do appreciate a good crosswalk sign that beeps, or announces when to cross and the bright LED displays, but most crosswalks are not like that I've noticed, or they are only like that in certain areas. Most of them on my usual routes are either very dim in the sunlight, are broken with no light at all or don't have the announcement/beeping noise, this makes navigation not only difficult and longer, but pretty much impossible if you don't know where the nearest crosswalk light that works is. For a city that has a school for the blind and one of the top optometry institutions in the country, Portland is NOT very visually impaired friendly. I'd like to have that fixed if possible.
