Got a parking ticket while in an active payment period on parking kitty. I need to contest but the yellow envelope was damaged, what do I do?

I’ve looked online and it says the only option besides requesting a court hearing is to mail a letter in the yellow envelope explaining. It’s a pretty straightforward issue since I have more than enough proof of the payment being active on the app, so I feel like a court hearing is unnecessary. Could someone point me in the right direction? I would think there would be an email or something I could use but I can’t find it, or maybe I’m an idiot I don’t know.
