Any recommendations for a veterinarian orthopedic specialist ?

My wonderful doggy is refusing to bear weight on his front right leg. He’s seen the regular vets at Oregon Humane Society Community, has had x-rays and a slew of various medications with still no answer. OHSCH now wants him to see a specialist for further diagnostic testing and they have me a very small list of specialists with no actual referral or opinion on where to go. So now I’m hoping our fabulous community has some suggestion/experience.
