At what point does a new dialect of a language form instead of simply having an excess of slang terms.

I don't know why but I have thought about this a couple times. By definition slang is very informal and often seen more in speech than in writing. However with modern technology we see much more slang in writing as well. I don't mean things like lol and idk either. So when does the slang become a new dialect?
